How do i keep my make up from staying on?

Okay so I get make up from anywhere like the hair stores & the malls but not family dollar or any cheap stores like that. But when I apply the make up i dip the tip of the brush in water then i dab it onto the color make up that i want, then i apply it onto my eyes. As i'm doin that i look to see that my make up is creasing or looking powdery & i get really pissed bcus it looks wayyyy toooo ugly. So can someone pls help me out bcus i hate how my make up looks, like "ewww" its dry looking SMH..
