Is a 15% tip mandatory at restaurants?

I agree mostly. If you get bad service, you definitely shouldn't tip! I definitely feel that there are some people who should be giving me a tip to make up for the bad service. I don't mind if someone's clumsy as long as they're totally nice and cool about it. Attitude definitely is everything.
